Special Meeting – Information and Comment Session Regarding Possible Changes to Trash and Recycling Collection

The Arrowsic Recycling and Solid Waste Committee will hold a meeting in Town Hall on Monday, April 27th from 5-6 to share information and solicit comments regarding the awarding of a service contract for hauling trash and recycling. 


The waste management industry is reacting to pressures including rising costs, hauler safety concerns and worker shortages. The bids we received are a reflection of this evolution and we have a decision between either significantly higher cost or changes in how our trash and recycling will be collected. 


One bid is from our current service provider, who has increased price 35%. The service is familiar and it meets the needs of our community. 

The second bid would keep cost very close to current levels by using automated split trucks which collect both trash and recycling simultaneously. The price is lower due to reduced manpower and fewer trips. This system also reduces the risk of injuries since trucks are manned by a single driver who never leaves the cab and uses an automated claw to pick up and empty trash and recycling bins. Dedicated wheeled trash bins in a choice of two sizes (45 and 65 gallon) are required and would be provided to each household free of charge. These bins are on display outside the recycling shed and we encourage residents to check them out.

Annual Report and Town Meeting

The Town of Arrowsic Town Meeting will occur on Thursday, June 11, 2026 at 6:30 PM. Here the annual budget and items of importance to the running of the town are decided on by the residents. The Annual Report provides information that is useful for helping you be a knowledgeable participant in the proceedings. The Report is automatically mailed to all real estate owners at their tax bill address. If you are a resident of the town of Arrowsic who rents or is otherwise unreachable by that method, please send your name and address to Irene Burgess at irene.burgess@arrowsic.org to be included in that mailing by May 15, 2026.

Packard’s Landing

The Water Access Management Committee will be installing the dock at Packard’s Landing this Friday in preparation for the opening day of Saturday, May 2.

Annual Household Hazardous Waste Collection Day

Arrowsic residents are invited to bring hazardous household materials for proper disposal at the Bath Public Works Garage on Saturday May 2nd. Registration for a time slot is required and a link for doing so will be posted on the Bath Publics Works website beginning April 15th. Information on materials accepted can also be found there.

The event is free to residents but the Town of Arrowsic does pay for each “unit” so combining small lots of materials with neighbors is encouraged. Materials should be brought in their original containers when possible. Do not blend liquids! Commercial waste will not be accepted.

Arrowsic Roads Study
Background
In addition to work on the Route 127 flooding by Maine DOT (see additional information on Road Commission page), Arrowsic has a study that began in May 2025 to assess the flooding issues on Spinney Mill and Indian Rest Roads. The study is funded by a $50,000 grant from the Maine Infrastructure Adaptation Fund. The Arrowsic Resilience Committee worked with the Kennebec Estuary Land Trust and other volunteers to secure the grant. The study is being conducted by Inter-Fluve (an employee-owned firm specializing in investigations, design, and restoration of rivers, lakes and wetlands). Public meetings with the contractor for advisory committee members and the public were held at Town Hall on June 3^rd, September 30^th, January 13^th, and February 12^th.

Study Results
The study will propose potential solutions to mitigate flooding issues including minimizing road damage, provide for safe and reliable access, and improve the health and resilience of the impacted salt marshes. Goals of the study are to find ways to:

• reduce community vulnerability to sea-level rise and coastal storm surges.
• mitigate factors leading to increased coastal hazards.
• support community safety and well-being, while restoring and sustaining habitat for the native fish and wildlife that contribute to the vitality of the region.   
• sustain reliable access to the Spinney Mill peninsula.

 
Spinney Mill and Indian Rest Roads have similar flooding issues but present different challenges for public health and safety. Indian Rest does not cut-off access for any residents when flooded since it has two access points. When Spinney Mill Road is severely flooded, 11 homes have no access to or from the peninsula and this includes for emergency services.

Next Steps
The study is progressing well: assessment of the current condition of the roads and a geotechnical assessment of Spinney Mill Road has been completed, and modeling of the water flow has been completed with preliminary design ideas presented (see Zoom presentation from the February 12 meeting here (use a passcode of W$3rwD&a for access)). A final report is expected in early April and will be available. Next steps are to decide what, if any action, will be taken on the study recommendations. Any actions to be implemented will be decided by the Town.

Arrowsic and Emergency Planning

Recently, Deidra Murphy and Michele Melanson from Age-Friendly Communities of the Lower Kennebec reported on the recent listening session that they had with 16 residents of Arrowsic on Emergency Planning to the Select Board. The most important take-aways were the importance of planning, the necessity for clear communication channels, and the primacy of caring for our neighbors.

They have offered a limited number of emergency “ready-bags” for members of our community, containing important items if an emergency should arise. If you would like one or know someone who could use this bag, please contact Irene at irene.burgess@arrowsic.org. A sample of the bag is available for viewing at the town hall.

April Organic and Climate-Smart Gardening Programs

With the 2026 gardening season starting up, many gardening programs are being announced. The April calendar of the Maine Organic Farmers and Gardeners Association (MOFGA) has listed three that may be of interest to both established organic gardeners and those just starting out, and one on designing a garden with climate in mind. Two, in Brunswick and South Portland, are in-person, and two are online. Most are free.

The Call of Spring

Spring is springing and animals are on the move, looking for love and foraging for food. That means there is an increased risk for vehicle strikes, especially at dawn and dusk. This time of year means porcupines frequenting roadsides as they look to satisfy their salt cravings with road salt; amphibians and reptiles embarking on the treacherous journey to their ancestral breeding grounds; and deer moving in search of new food sources, among so many other “spring is in the air” animal behaviors.

We can do our part to help protect the many different kinds of critters we share this island with by slowing down on the roads and staying alert. That includes on Rt. 127, as well as side roads (especially those near vernal pools).

Did you know?:

Each spring on rainy nights above 40 degrees, salamanders, frogs and toads make their yearly migration from their hibernation spots to vernal ponds to breed. Our roads break up their habitat, creating a major obstacle for these hard-to-spot amphibians. You can increase their survival rates by slowing down, looking for small, moving and often shiny objects on the road and alerting other drivers to their presence. Tip of the Month – Maine Resource Recovery Association (MRRA) Composter Sale

MRRA has placed over 15,000 composting bins in backyards throughout Maine and helped divert tons of food scraps from the state’s waste stream.Take advantage of their Spring sale to start composting or to update your existing setup. 

Ordering is easy:

3) Seal both in an envelope marked MRRA and deposit it in the Town Hall mail slot no later than April 17th.

New Animal Control Officer!
 Arrowsic now has an animal control officer!
 
Sam Malsch, a resident of the island, has agreed to take on that task. Her contact information is  animalcontrol@arrowsic.org or call Town Hall at 207-443-4609 and leave a message.
 
Sam has been a life-long animal lover and advocate. She’s volunteered in animal rescue for approximately 17 years, even helping to found a senior animal rescue that she still volunteers with today. Sam has owned four dogs over the past 20 years with her most recent being two seniors who passed away last fall. She is currently fostering for local rescues and looks forward to serving Arrowsic as ACO.

Keep in mind that the animal control officer only responds to issues with domestic animals (dogs, cats, hamsters, pet goats, etc.) and does not oversee issues with wild animals (deer, wolves, porcupines, bats, skunks, raccoons, etc.). To report issues with wild animals, please call the state game wardens: Regional Communication Center (Augusta) 1-800-452-4664.

Also be aware that State law requires all dogs to be licensed. Barbara Boyce, Arrowsic Town Clerk, oversees dog licensing:

Dog Licenses:
Dogs 6 months and older are required, by State law, to be licensed. To renew or apply for a new dog license, contact the Town Clerk at barbara.boyce@arrowsic.org. You will need to provide proof of rabies vaccination.

The cost for a dog license is $6 for spayed/neutered pets and $11 for others. All dog licenses expire on December 31 of each year. You may renew your dog license anytime between October 15 and January 31.

You must renew your dog license no later than January 31 of each year, or a State imposed late fee of $25 must be charged
 

Boat Storage at Packard’s Landing

Canoe and kayak storage is available at Packard’s Landing through the summer season. To sign up for one of twelve spots, please go to https://forms.gle/8N4jYEwXkcfofuxz6. Keep in mind that space is limited; currently, there are only six spaces available.

Potential Blizzard Conditions

From Philip Davis, Director of Sagadahoc County Emergency Management Agency (SCEMA):
“We are looking at a Nor’Easter event to impact the residents of Sagadahoc County on Monday. Although snow will begin around the morning commute, travel will become more dangerous as the day goes on. Currently, SCEMA is anticipating (not the NWS) about 5-7 inches of snowfall, with heavier amounts along the coast. The evening commute will see near whiteout or even blizzard conditions and some snow drifts may be as high as 2 feet in some areas.”

Photos Wanted for Annual Report

Last year, several citizens provided great photos from their collections for the Annual Report. Although we have those photos we didn’t end up using last year, if you have any historical or contemporary photos of life in Arrowsic that you’d like to share for consideration for the 2026 Annual Report, we’d appreciate having them as well. You’ll get credit for the photo if it is used in the report. Contact Irene at irene.burgess@arrowsic.org with copies of your photos.

Large Piece of Glass Available

The large wooden table in town hall is undergoing some rehab that involves removing the glass sheet on top of it permanently. If you know of someone who may be interested in a large sheet of glass, 40″ X 118″ and about 1/4″ thick, or of places that may be interested in such an item, contact Irene at irene.burgess@arrowsic.org.

• The Arrowsic Conservation Commission (ACC) and the Arrowic Resilience Committee (ARC) recommendations for a letter suggesting additional changes to the MDOT project on Rte 127.  Proposed changes would create a more resilient project for the tidal crossings, create safer travel into the future (e.g. less impact on emergency response), and provide greater marsh restoration.
